You can park on the Wakefield side The Vocational School is are on the Saugus side the Wakefield side has more parking and both sides are a short walk to the beach

I can’t see why a non motorized water craft would be an issue, although the website and city govern rules doesn’t specify yes or no. If the gates are unlocked to drive in it would be easily accessible. However the distance you have to walk from the main entrance is lengthy to be walking with a raft or kayak! I’d call ahead of your visit!
