ILOILO CITY’S FLOOD CONTROL SUCCESS STORY I’d like to share a short clip from my interview with ABS-CBN which is part of their documentary about PHILIPPINE FLOOD CONTROL PROJECTS. In this interview, I recalled how the Iloilo Flood Control Project was once on the verge of being scrapped by NEDA, citing “no economic return.” At that time, the project cost around ₱5 billion but we remained hopeful about its realization because JICA has already conducted a feasibility study and was ready to fund it.
